TSMC reaches agreement with local labor unions: U.S. plant may bring in foreign workers as needed

        In order to solve the problem of workers for its Phoenix plant, TSMC and the Arizona State Union have reached an agreement after months of negotiations, including allowing TSMC to bring in foreign laborers with "professional experience" "as needed.
 
 
        According to a joint statement issued by TSMC and the Arizona Building Trades Council (AZBTC), the two parties agreed to cooperate on employee training programs and industrial safety. 
        The joint statement noted that TSMC remains committed to hiring local labor, but may hire foreign workers with specialized experience as needed. TSMC had said this summer that it had to bring in labor from Taiwan, China, due to a lack of skilled labor in Phoenix, which sparked union unrest at the time. 
        TSMC has pledged to invest $40 billion in a plant in Arizona, initially aiming to begin mass production in 2024, but delayed it to 2025 this July, citing a lack of experienced labor, but the claim angered labor unions. 
        TSMC CEO Wei Zhejia said in October that the Arizona plant has made good progress, targeting the first half of 2025 can be expected to mass production. 
        Previously, when the U.S. government subsidized TSMC's first U.S. wafer foundry, it said it would create more jobs for U.S. laborers and reduce dependence on Asian chip supply chains. However, according to reports, TSMC's two Arizona plants plan to hire 4,500 staff, hiring more than 2,200 employees as of October. But nearly half of the professionals hired are direct expatriates from China and Taiwan, sources said.
