        Bloomberg reported on July 30 that two chip equipment companies in the United States confirmed that their crackdown on Chinese chips has expanded from 10 nm to 14 nm, and the scope of the new regulations may not be limited to SMIC, but also other Electronic Component manufacturing enterprises that invest and operate in China. An expert told the global times on July 31 that the latest measure taken by the United States to suppress China's chip industry may try to have a long-term impact on Chinese chip enterprises, but its suppression will become a driving force to stimulate China to accelerate scientific research on the one hand, and will also harm the interests of American enterprises on the other.
        It is reported that, on the basis of the embargo on Chinese enterprises manufacturing chip equipment of 10 nm and below, the scope of U.S. export restrictions has been extended to equipment manufacturing chips of 14 nm and below, and the scope of restrictions may not be limited to SMIC, but also include other chip manufacturing enterprises operating in China, such as TSMC in Taiwan, etc. Wallace, President and CEO of Kelei, also confirmed the news last Thursday. He said that the company had received a notice from the U.S. Department of Commerce, asking them not to supply equipment for chip manufacturing of 14 nm and below to China. Bloomberg also quoted people familiar with the matter as saying that in the past two weeks, all U.S. equipment manufacturers have received letters from the Ministry of Commerce requesting this. The statements of Pan Lin and Ke Lei are only the first concrete examples of the United States' further crackdown on China's chip industry.
        The Biden administration's move to expand sanctions on China's chip industry has long been reported. Reuters disclosed in early July that the U.S. Department of Commerce was "actively discussing" banning the export of advanced chip manufacturing equipment of 14 nm and below to Chinese factories. In the report on July 8, Reuters also mentioned that SMIC had achieved mass production of 14 nanometer chips by the end of 2019.

        Li Zheng, an associate researcher at the American Institute of the China Academy of modern international relations, told the global times that in the eyes of the U.S. government, 14 nm is the watershed between advanced and backward chip manufacturing processes, and 14 nm and below technologies are advanced processes. Therefore, the focus of the U.S. embargo this time is on chip equipment with 14 nm and below technologies. The core purpose is to cooperate with the "chip act" launched by the United States. While vigorously developing domestic chip manufacturing, Prevent China from acquiring advanced chip equipment with the same process, so as to curb the competition between Chinese chips and them.
