        On July 25th local time, the Council of the European Union approved a regulation aimed at strengthening the European semiconductor ecosystem, the Chip Bill, completing the final step of the decision-making process.
        It is reported that the Chip Bill aims to create conditions for the development of the industrial base in the semiconductor sector in Europe, attract investment, promote research and innovation, and prepare Europe for the future chip supply crisis. The EU will raise 43 billion euros of public and private funds (of which 3.3 billion euros from the EU budget), the goal is to double the EU's share of the global semiconductor market by 2030, from the current 10% to at least 20%. 
        But the shortage of talent has become a major obstacle to the development of semiconductors in European countries.
        Intel in June this year by the German government commitment to subsidize 9.9 billion euros in Magdeburg to build fabs, is expected to employ 3,000 employees. It is estimated that Intel plant will require nearly 20,000 employees. 
        Europe's largest semiconductor colony in eastern Germany, Dresden, Infineon , Bosch, Global Foundries has recently set up factories in the local or expansion, TSMC is also planning to set up factories.
