Delayed U.S. Subsidies May Hinder Korean Semiconductor Industry

There is growing concern that investment subsidies promised by the U.S. government to Korean semiconductor companies such as Samsung Electronics may be delayed or reduced implementation.

According to sources, Samsung Electronics America hosted a reception in Washington, D.C., this November, inviting bipartisan members of the U.S. House and Senate to analyze the impact on the semiconductor industry. Democratic Senator Mark Kelly (Mark Kelly), Republican House Representative Michael McCaul (Michael McCaul) and Democratic Raja Krishnamoorthi (Raja Krishnamoorthi) attended the event.
Samsung Electronics America emphasized that "Samsung Semiconductor has executed investments totaling $47 billion over the past 30 years. Investments made prior to the decision on the Chip and Science Act were made out of trust in the U.S. Congress and government." By hosting this event in the US, Samsung seems to be indirectly pressuring the US government to fulfill its subsidy commitments.
As part of the Chip and Science Act, the U.S. government promised to provide subsidies totaling $52.7 billion to companies building semiconductor plants in the United States. However, in early November, it was reported that "the U.S. government may advance as much as $4 billion in subsidies to Intel for the production of military semiconductors," raising concerns that the policy may be shifting in favor of U.S. firms, which could reduce the amount of subsidies for foreign companies or delay payments. In addition, as next year's U.S. presidential election approaches, some analyses suggest that semiconductor subsidies may become a political issue.
