ARM is the king of global mobile chips. The CPU of mobile tablets is almost inseparable from the ARM CPU, and Qualcomm is one of ARM's big customers. However, the two sides recently turned their faces. ARM sued Qualcomm last month, and Qualcomm countersued ARM a few days ago., and exposed a shocking news.

According to Qualcomm, ARM will change its IP licensing model after 2024. Now ARM licenses IP to Qualcomm, a chip design company like Apple, which designs and entrusts OEM equipment manufacturers after OEM production. In the future, ARM will no longer license IP to Qualcomm, Apple and other chip companies, but instead directly to OEM equipment manufacturers. This is not the most critical thing. What is more important is that ARM will prohibit manufacturers from using third-party GPUs, NPUs, ISPs and other chips in ARM CPU-based SoC chips in the future.
What does this mean? The first change will give ARM more sources of licensing fees, but the second change is to directly tie up chip manufacturers. As long as ARM's CPU is used, ARM's GPU, NPU or ISP family bucket must also be used, and other chips from third parties cannot be used. At present, the GPUs used in Apple chips are either self-developed or authorized by IMG. Qualcomm's Adreno GPUs are also self-developed, and NPUs and ISPs are also self-developed. Samsung used ADM's RDNA GPU license in the Exynos 2200. Once ARM changes the authorization model in this way, these factories can no longer use self-developed third-party GPUs, NPUs, ISP chips or.
If the two major changes of ARM are realized this time, it will be a complete subversion of the industry, which will also lead to almost all chip design companies not being able to accept this change. ARM's gamble is too big. If the game is messed up, the result is that everyone collectively abandons ARM CPU authorization. At present, this news is based on a chat between Qualcomm and its customers, and has not been officially notified by ARM. ARM also responded to this, saying that Qualcomm's statement is inaccurate, but it did not explain where it is. In the next few weeks, ARM will make an official response, and this will all be clear.
Of course, ARM did not respond accurately, indicating that some things may still be under consideration. I hope it can balance the interests and make the right decision.
