TSMC signs agreement with Arizona to accept plant supervision

        On August 5, according to the Economic Daily, TSMC signed a voluntary protection plan with the Arizona government, and TSMC agreed to accept the state's safety supervision and review of construction workers above federal standards.
 
 
        "Under this agreement, TSMC will comply with requirements above federal standards," said Democratic Governor Katie Hobbs. "These additional safety measures include greater transparency for workers, closer oversight by the Arizona Department of Occupational Safety and Health, and enhanced training for foreman and staff."
        The plant in the northern suburbs of Phoenix, Arizona, is TSMC's first plant in the United States. Hobbs said plant building safety standards should match the quality of the much-hyped and proud program. The Arizona plant was one of the highlights of President Biden's CHIPS and Science Act last year. The bill aims to boost domestic semiconductor manufacturing and provides $52.70 billion in funding and tax incentives for companies building plants in the United States. TSMC is seeking $15 billion in tax breaks for its two Arizona plants and expects to invest a total of $40 billion in the state.
        TSMC had planned to start producing 4nm chips in 2024 at its first plant in Arizona, but has delayed production until 2025. Chairman Mark Liu said construction could not be completed on time due to a lack of skilled workers. The company is considering sending technicians from Taiwan to help complete the project.
        However, the delay still poses problems for tech companies that rely on TSMC manufacturing, especially Apple. Future iPhones and Macs will use 4nm and 3nm chips made at the Arizona plant. If the delay persists, Apple may have to delay product launches or rely on other manufacturers. White House Deputy Press Secretary Olivia Dalton said the U.S. government believes workforce development included in the Chips and Science Act "will allow us to make sure we have the workforce we need." She called TSMC's investment "historic," but declined to comment on the company's timeline.
