On October 16, according to Japanese economic coverage, TSMC, a large foundry manufacturer, plans to build a second wafer factory in Kumamoto Prefecture, Japan, which will produce advanced semiconductors with a 6nm process in 2027 and a second factory in Kumamoto that is under discussion. According to reports, the Japanese government is considering providing subsidies of up to 900 billion yen for TSMC's Kumamoto No. 2 plant construction plan, which involves a total investment of about 2 trillion yen.
TSMC is currently building its first fab in Kikuyang-cho, Kumamoto Prefecture, Kyushu, Japan. The fab will start construction in April 2022, with a construction area of about 72,000 square meters, including factories and offices. The goal is to start mass production of 22-28nm processes by the end of 2024, with a monthly production capacity of 55,000 12-inch wafers. It is scheduled to be completed in September this year, put into production in April 2024, and will start shipping in December of the same year. It will also be upgraded to a higher-performance 12-16nm process in the future, and further upgrades will not be ruled out in the future.
In addition, TSMC has previously indicated that it is considering building a second fab in Japan, but this is still a mature process. TSMC Chairman Liu Deyin said at the beginning of June this year that he is evaluating the establishment of a second factory in Japan, and the location of the factory will be in Kumamoto, mainly in mature processes, and there is no plan to introduce advanced processes.
The Japanese government will include semiconductor support measures, including TSMC's new plant, in its economic policy as soon as October. Japan's Ministry of Economy, Trade and Industry included a total of 3.355 trillion yen in its supplementary budget for 2023, and will increase the "post-5G fund" and "cutting-edge semiconductor fund" for supporting semiconductors. The final amount will be determined in consultation with the Japanese Ministry of Finance.
According to the report, at present, Japan can only independently produce 40nm semiconductors, and the addition of TSMC will undoubtedly greatly improve the process level. TSMC has been building Kumamoto's first semiconductor plant since April 2022. The total investment is expected to be about 1.20 trillion yen, and mass production of 12-28nm semiconductors will be completed. The second plant to produce state-of-the-art products is expected to start construction before the summer of 2024, and mass production will begin in 2027. It strives to mass-produce approximately 60,000 units per month. It is expected to mass-produce 6nm and 12nm computing logic semiconductors, which will be sold to Sony Group. The new second plant will surpass the first in terms of investment scale and product performance.
