        Xu Jigao went to the United States for half a century. In addition to earning a PhD in structural engineering, he also started a successful business. Currently, he owns a real estate company and a bridge company. The bridge company specializes in public works, so he has a deep understanding of American culture. Xu Jigao believes that TSMC has no problem setting up a factory in the United States, but it made a mistake in site selection. He noted that TSMC chose to build a plant in Phoenix, Arizona, because of the demands and influence of the US government, rather than because of its own interests. He believes Arizona is located at the farthest reaches of the Colorado River, and water resources are very scarce, while semiconductor manufacturing requires a lot of water. In addition, Arizona also lacks enough talent and workers, which will affect the production efficiency and quality of TSMC's US plants.
        Xu Jigao, for example, Toyota Motor was also forced by the US government to set up factories in Tennessee, Samsung Semiconductor was selected in Austin, Texas, and Hyundai Motor was selected in Alabama. He believes TSMC has the technology and funding, and should choose the most suitable location.
        As noted earlier, in addition to the issue of location selection, Xu Jigao also pointed out the cultural problems TSMC faces in setting up factories in the United States. He said that Taiwan's political and business circles do not have a deep understanding of the United States, but they have just transferred Taiwan's practices to the United States, and have not really integrated into the local culture and society. TSMC built a factory in the United States and found many Taiwanese engineers. The outside world thinks TSMC is for cheap wages, but it doesn't. It is because the people of Taiwan work diligently and reliably, but it is taboo in the United States to move everything from Taiwan to the United States.
        Xu Jigao suggested that if you want to set up a factory in the United States, you must take root, use local talents and understand the local culture. If the quality of local workers is not enough, he said, you must train them well and make them loyal employees of TSMC. He also said TSMC should quickly learn how to operate a transplant business in the United States. The Japanese have learned it, the Koreans have learned it, and he hopes TSMC can enter the country and follow the customs, and quickly build the American industry to convince the Americans.
