According to reports, it has been rumored in the market that ARM will produce its own chips for use in smartphones, laptops, and other industries. Foreign media have pointed out that ARM's self-produced chips will be built by the Intel wafer foundry department and become a customer of Intel wafer foundry. The market estimates that its chips will be launched after 2025.

In the past, Arm sold its blueprint designs to chip manufacturers instead of directly participating in semiconductor development and production. It is reported that Arm has previously worked with partners such as Samsung Electronics and TSMC to create some test chips, with the main purpose of familiarizing software developers with the new products.
The comments about ARM's chip manufacturing initiatives have raised concerns in the semiconductor industry that if it produces sufficiently good chips, it may seek to sell products in the future, becoming a competitor to its customers such as MediaTek or Qualcomm.
Arm previously planned to change the licensing fee model and adjust the remaining licensing fees. The plan is to change the licensing fee based on the chip shipping price to a certain proportion of the terminal device shipping price, with each phone charging a licensing fee of 1% to 2% of the selling price, to increase revenue and profitability.
According to the report, the profit growth of ARM's business model is slow, so they hope to produce advanced chips that not only demonstrate their design strength and ability, but also sell them directly to device manufacturers to earn higher profits.
Recently, Intel and Arm announced an agreement that chip designers can use the Intel 18A advanced manufacturing process to create low-power processors, focusing first on mobile devices and expanding into autonomous driving, the Internet of Things, data centers, and more in the future. From the perspective of timeline and technical requirements, it is consistent with Arm's self-produced chip plan. If the news is accurate, the market estimates that Intel's contracted ARM chip will be launched after 2025.
