China's Taiwan Pushes to Cultivate More IT Talents to Meet AI and Semiconductor Demand

        Taiwan, China has approved the Key Talent Cultivation and Introduction Program (2021-2024), which is now being actively promoted by various departments, with the program targeting to attract 62,000 participants by 2024 in the hope of attracting more talent to the IT industry, according to Electronic Times.
        The emergence of generative AI has triggered a massive demand for advanced semiconductor chips and AI servers, further exacerbating the pressure on the talent pool in Taiwan, China. 
        Adjustments were inevitable in order to align with China Taiwan's targeted industry talent development goals. According to the strategy, the Digital Technology Micro Program aims to encourage individuals without an engineering background to gain technical proficiency. 
        In line with the plan, by 2023, the target for non-ICT students participating in the program is 8% of the total student population, or approximately 59,000 students. By 2024, this is expected to increase to 9%, covering approximately 62,000 individuals. 
        In its recently revised Key Talent Development and Introduction Plan, Taiwan, China, outlined its intention to expand enrollment in STEM-related fields, including ICT, semiconductors, smart technologies, mechanical engineering and information security. This expansion could potentially increase the range of enrollment from the current 10-15% to an upper limit of 25%. Within this framework, universities and colleges could enroll an additional 3,700 students, including 1,250 undergraduates, 2,250 masters and 200 PhD students. Vocational and technical colleges can enroll an additional 1,260 students, including 270 undergraduates, 950 master's students and 40 doctoral students.
        The global demand for professionals in STEM fields is expected to remain on the rise in the coming years as emerging digital technologies such as artificial intelligence continue to develop. The results of a survey indicate that about two-thirds of the total 40,000 professional job openings in 2022 are concentrated in STEM fields, with an urgent need to fill about 26,000 STEM job openings. Among these job vacancies, electronics engineers, industrial and production engineers, software and application developers, mechanical engineers, and electrical engineers make up the top five occupations with the most severe talent shortages.
        In addition, Korea is currently dealing with a manpower crisis in the semiconductor industry. While the number of people employed in Korea's semiconductor industry currently hovers below 200,000, the number is expected to exceed 300,000 by 2031. In response, Korea's Ministry of Education has developed a plan to train 150,000 semiconductor professionals by the same year.
        The National Development Council (NDC) of China and Taiwan predicts that by 2030, China and Taiwan will face a labor shortage of 400,000 people. In response, the NDC released a plan to recruit talent from outside of China and Taiwan.
