Dutch government pressures EU: must respond to Chinese export controls!

        On July 3, China's Ministry of Commerce and General Administration of Customs issued a notice stating that export controls on gallium and germanium related items, which include gallium metal, gallium nitride (polycrystalline, single crystal, wafers, epitaxial wafers and other forms) and germanium epitaxial growth substrates, will require exporters to apply for a license from China's Ministry of Commerce if they want to start or continue exporting and will need to report details of overseas buyers and their applications. The regulation has been in effect since August 1, 2023.
 
 
      Earlier on July 4, the European Union expressed concern about the Chinese restrictions and urged China to limit such restrictions to what is absolutely necessary for national security. 
       According to Reuters news agency, the Dutch government declared on July 4 local time that the EU must respond to China's export controls on gallium and germanium-related items. 
      The Dutch Foreign Ministry claimed in a statement on the same day that "the extent to which (Chinese export controls) will affect the European and Dutch economies will depend on how China implements them." The Dutch side called on the EU, "Given the EU's authority on trade policy, it is primarily up to the EU to engage with China on these measures." 
       The report mentions that the Dutch foreign minister will "remain in close contact with the European Commission and other EU member states on this matter." 
        It is reported that China is definitely the largest source of these two metals, accounting for 94 percent of gallium supply and 83 percent of germanium. Both metals have a wide range of specialized uses in areas such as chip manufacturing, communications equipment and defense. Gallium is used in compound semiconductors, which combine multiple elements to increase the transmission speed and efficiency of TV and cell phone screens, solar panels and radar. Uses for germanium include fiber optic communications, night vision goggles and space exploration - most satellites are powered by germanium-based solar cells.
