US restricts NVIDIA and AMD's AI chip exports to Middle Eastern countries

        The U.S. has reportedly expanded restrictions on the export of NVIDIA and AMD's advanced artificial intelligence (AI) chips to regions other than China, including some countries in the Middle East.
        In its 10-Q filing with the SEC, NVIDIA reportedly mentioned that in the second quarter of fiscal year 2024, the U.S. government notified NVIDIA of additional licensing requirements for exporting AI chips such as the A100 and H100 to a number of countries in the Middle East. The company said the restrictions would affect its A100 and H100 chips, which are designed to accelerate machine learning tasks, but would not have a "direct material impact" on its results. 
 
 
        In a separate statement, NVIDIA noted that the new licensing requirements "will not impact a significant portion of our revenue" and that the company is working with the U.S. government to resolve the issue. 
       NVIDIA did not give a reason for the new restrictions in its Aug. 28 filing, nor did it specify which countries in the Middle East are affected. Reuters reported that in the fiscal quarter ended July 30, NVIDIA's sales were mostly from the United States, China and Taiwan, with about 13.9 percent of sales coming from all other countries, but the company did not achieve a revenue breakthrough in the Middle East. 
        NVIDIA's rival AMD received a letter of notification of similar restrictions, a person familiar with the matter said, adding that the move had no material impact on its revenue. 
        According to the Daily Telegraph, a senior U.S. trade lawyer said, "These restrictions could take the form of an 'informed' letter from the U.S. Bureau of Industry and Security forcing U.S. companies to get approval to export to certain countries or customers on national security grounds, and there would be concerns that they would move from Middle Eastern customers to China." 
        He added that Chinese companies may be looking to design AI systems on overseas computer systems due to China's lack of top-of-the-line AI chips. They (the U.S.) are not only concerned about exporting chips to China, but also about the ability of Chinese companies to train AI software outside of China and bring it back to China.
