VIS plans to invest $2 billion to build a 12-inch chip plant in Singapore

        Vanguard International Semiconductor (VIS) is looking to build a more advanced 12-inch (300mm) chip plant in Singapore, with an eye toward meeting demand for related automotive chips, in which TSMC owns a 28.3% stake.
 
 
        This would mark the largest investment in the world's advanced in years. According to sources familiar with the matter, the investment will be at least $2 billion. World Advanced's capital expenditures will be less than NT$10 billion ($309 million) this year, compared with NT$19.4 billion in 2022.
        Advanced World Chairman Fang Liao said this year that the company is considering building a new 12-inch plant in Taiwan or Singapore, but did not specify a timetable for the decision. Fang Liao said demand from customers in the United States, Europe and Asia for some mature chips not produced in mainland China has been growing to reduce geopolitical risks.
        World Advanced reportedly bought one of GlobalFoundries' more mature 8-inch chip factories in Singapore, which makes a variety of sensors, for $236 million in 2019. The new plant will be close to the Tampines, Singapore-based facility purchased from Gechip, which is about a 10-minute drive from Silicon Chip Manufacturing Systems (SSMC), which is jointly owned by NXP and TSMC. 
        So far, World Advanced has only operated 8-inch chip fabs, which are considered mature processes or less advanced than 12-inch fabs, and the larger wafer size makes more economic sense because it increases the yield per wafer. World Advanced will focus on mature and long-lasting chips for growing automotive and industrial applications. 
        TSMC founder Chang Chung-mou recently pointed out that with countries around the world looking to establish domestic chip production, Singapore and Japan are two "ideal" locations to gain a share of the global chip market. However, Singapore also faces the problem of limited resources such as land, water and electricity.
