        Chipmaker TSMC is not making good progress in setting up a factory in the United States, and the Arizona chip factory with an investment of up to $40 billion has been delayed. Now TSMC has set its sights on Germany, not only agreeing to invest $11 billion to build a factory, but also willing to train chip talent for Germany
 
        According to reports, TSMC is working with the German state of Saxony to develop an exchange program that will bring students from Dresden, the capital of Saxony, to Taiwan, China for internships to train German chip talent. Ursula Staudinger, president of the Technical University of Dresden, said Tuesday that the Dresden University of Technology will send about 50 exchange students to study at universities in Taiwan for three months each year starting in the spring of 2024, and then intern at TSMC for three months to gain practical experience. Stadinger said Taiwan University will be the first university in Taiwan to participate in the exchange program.
        The German state of Saxony has a sense of urgency when it comes to nurturing new talent. In the German semiconductor industry, about 28% of electrical engineering specialists and 33% of engineering supervisors will reach retirement age within the next 10 to 12 years, according to a study by the German Institute for Economic Research (IW). Between June 2021 and June 2022, the employee gap in the entire German semiconductor industry reached 62,000. A spokesman for the German Ministry of Labour said that as Germany's population ages and its workforce shrinks, "the demand for skilled foreign labour remains high."
In August, TSMC announced that it had teamed up with Infineon, NXP and Bosch to build a factory in the eastern German city of Dresden. The plant will cost €10 billion. TSMC holds 70% of the shares, while Infineon, NXP and Bosch each hold 10%. The plant will start production in late 2027, supplying chips for the automotive and industrial sectors.
        In fact, TSMC's plans to set up factories overseas have not gone well. It made a high-profile announcement to invest $12 billion in a plant in Arizona, then expanded the investment to $40 billion, and attracted US President Joe Biden to visit the plant. However, TSMC's plans to build a factory in the United States have encountered "acclimatization". TSMC delayed the start of production at the Arizona plant by one year to 2025 due to a shortage of skilled workers. However, local workers in Arizona said TSMC's delay was due to the company's mismanagement, not a lack of skilled workers. The company wanted to use cheaper Taiwanese workers. Local unions in Arizona opposed U.S. visas for Taiwanese workers.
