According to Reuters, TSMC's senior vice president of business development Zhang Xiaoqiang told reporters on May 23 that negotiations on TSMC's plan to build a factory in Germany are still underway and a decision will be made in August at the earliest.
He did not disclose information about possible subsidies from the local German government, or the cost of building the plant, but said, "If we do build a plant in Dresden, I think it's likely that we will produce 28nm process MCU chips." Such chips can be widely used in devices such as cars and are a proven chip type.

Zhang added: "I don't want to get political on this matter, but I think it is necessary to provide our customers with diverse supply options." He added that Europe is a very important market considering the customer base, "So far, the negotiations have made a lot of good progress and we have strong support from local governments and the EU, but we still need to go through the internal review and approval process."
A TSMC spokesman also said that although the company usually relies 100% on its own fabs, there is a possibility of cooperation with companies in Europe. According to previous Bloomberg news, TSMC is in talks with partners to invest 10 billion euros in a new plant in Dresden, Germany.
